Method: Petroleum and mineral extraction includes all stages of the extraction cycle: prospecting, exploration, production, and decommissioning. New Zealand has run annual Block Offers since 2012. Areas released for Block Offers are selected based on their prospectivity and commercial interest and from 2013, companies have been able to bid for their own block outlines based on a graticular system within each release area. The Crown Minerals Act requires the Government to consult with affected iwi and hapū before the Block Offer is launched. The Government also consults with affected local authorities.
