Land use that results in a change from indigenous to exotic cover can cause biodiversity loss and reduce functioning of ecosystems. Using more land for agriculture, forestry, and urbanisation is the main driver reducing indigenous land cover across New Zealand.

This indicator measures urban, exotic, and indigenous land cover area in New Zealand from 1996 to 2018.

Urban, exotic, and indigenous land cover are derived from the LAWA (Land Air Water Aotearoa) land categories. Urban land cover includes urban area comprising built-up area /settlement and urban parkland /open space and artificial bare surfaces which includes transport infrastructure and surface mine or dump. Exotic land cover includes exotic forest, exotic scrub/shrubland, exotic grassland and cropping and horticulture. Indigenous land cover includes indigenous forest, indigenous scrub/shrubland, tussock grassland, natural bare/lightly vegetated surfaces, and other herbaceous vegetation. Data is from the New Zealand Land Cover Data Base (LCDB5). We report on urban, exotic, and indigenous land cover area, and net change in urban, exotic, and indigenous land cover area, for New Zealand and by region. We also report on specific urban, exotic, and indigenous land cover classes.

Dominant land uses in New Zealand include conservation (eg national and forestry parks), forestry (eg for timber resources/wood supply), urban (eg built up areas and open parkland), and agriculture and horticulture. Each land use places different pressures on the land and on receiving environments such as waterways. These pressures can be both positive (eg increased productivity) and negative (eg biodiversity loss and reduced functioning of ecosystems).

This measure reports on agricultural and horticultural land uses by region.

Many of New Zealand’s indigenous plants and animals are endemic – found nowhere else in the world – and are our national taonga (treasure). New Zealand species make a significant contribution to global biodiversity, which is important for ecosystem processes and resilience, mahinga kai (traditional food gathering), and culture and recreation.

Conservation status is a representation of the threat classification of resident indigenous plant and animal species. The Department of Conservation (DOC) developed the New Zealand Threat Classification System (NZTCS) to provide a national system that is similar to the International Union for Conservation of Nature and Natural Resources Red List.

We report on four conservation status categories: threatened, at risk, not threatened, and data deficient. Conservation status categories ‘threatened’ and ‘at risk’ are divided into subcategories that provide more information on the species’ threat of extinction classification (adapted from Townsend et al, 2008). Species are classified as ‘data deficient’ if we lack information on the species, making threat classification assessment not possible.

Soil supports the productivity of agriculture, horticulture, and forestry, and filters water to help prevent waterways from becoming contaminated. Different land uses put pressure on the land environment and can change soil quality. Soil quality is assessed under four different groups of land uses: forestry, cropping and horticulture, dairy, and dry stock by measuring the following soil properties: acidity (pH), fertility (Olsen P), organic reserves (total carbon, total nitrogen, mineralisable nitrogen), and physical status (macroporosity and bulk density). Soil scientists have identified the target range for each of these indicators, for maintaining production but with a prime focus for managing risk to the environment.

This measure reports on soil quality, by land use and soil order.

New Zealand has been divided into 500 land environments. These have been defined by their unique climate, topography, and soils. The extent to which indigenous vegetation is represented in these land environments, and how that vegetation is formally protected, is described by threatened environment categories. These can be monitored to understand the effects of land cover change on indigenous biodiversity.

One third of our land area is held as public conservation land and managed by the Department of Conservation (DOC) to protect natural and cultural heritage, retain areas of wilderness and enable recreation opportunities. Although the use of public conservation land makes an important socio-economic contribution at the local, regional and national level, increasing human activities on our protected areas can put pressure on these environments and degrade their cultural and aesthetic value.

This measure reports on the number of active recreation and non-recreation concessions by activity in each financial year, and the number of active concession operators (concessionaires) by activity in each financial year.
